Associated Recreation Council, a non-profit organization is hiring a Talent Acquisition Manager. The Talent Acquisition Manager will develop and implement new recruitment strategies that eliminate barriers for applicants and builds strong relationships with all communities in Seattle. You will act as an ambassador for the Associated Recreation Council (ARC) by utilizing your strategic outreach and recruiting experience to cultivate relationships in communities and increase accessibility to diverse talent. The Talent Acquisition Manager will lead a team by developing and recommending recruitment strategies to ensure a successful search in a given time frame.

PAY RANGE: $70,576 - $77,298 annually with full-time benefits

ESSENTIAL FUNCTIONS

Recruitment

  • Establish yourself as the senior recruiting partner with hiring managers, demonstrating deep knowledge of recruiting practices driving practical solutions to organizational and talent related issues.
  • Identify qualified candidates and create candidate pipelines through networking and sourcing.
  • Develop new strategies and programs to attract candidates.
  • Manage the full cycle of a recruiting process. Review applications to prescreen, identify and arrange preliminary interviews with the most promising candidates. Screen and refer candidates for additional interviews.
  • Consult and strategize with hiring managers on staffing needs and recruitment plans.
  • Forecast upcoming staffing needs for the organization.
  • Ensure compliance with EEOC, WA State Equal Pay and Opportunities ACT, and ARC’s internal hiring practices, policies, and procedures.
  • Partner with hiring managers to develop job descriptions which accurately capture essential job functions, KPI’s, skills, and required certifications/education.
  • Stay current on recruitment trends, maximize hiring analytics, and identify untapped sources.
  • Prepare and place job advertising across appropriate media and coordinate internal job postings.
  • Develop and maintain professional relationships with college, university and community college placement offices as a source to generate qualified applicants.
  • Manage the efforts of employment agencies and search firms, including negotiating and controlling employment-related fees.
  • Schedule and attend targeted job/career fairs with appropriate staff to generate qualified applicants.
  • Develop and conduct training programs for managers with a goal of improving recruiting and hiring efficiencies and reducing turnover.
  • Collaborate with Leadership and Management to create and conduct career pathways for employees.
  • Research, analyze, prepare hiring statistics for hiring managers, ARC Leadership Team, and HR Director.
  • Manage and track HR Recruiting initiatives, critical deadlines and recruiting activities as required.
  • Participate in development of annual Human Resources budget.

Staff Management

  • Recruits, interviews, hires, and trains new staff.
  • Supervises the daily workflow of the recruiting team.
  • Provides constructive and timely performance evaluations.
  • Mentors and provides professional development of the recruiting team.
  • Addresses and resolves performance and employee relations concerns of staff in accordance with ARC policy.
  • Ensures team performance meets the expectations of the internal departments we serve.

Race, Equity & Social Justice (RESJ)

  • Develop and implement outreach and recruitment strategies to establish relationships with, identify top talent within, and identify enrichment needs of, diverse and under-represented local communities.
  • Remove barriers to employment for individuals in under-represented populations.
  • Eliminate unconscious bias in recruitment programs, processes, and policies.
  • Identify and utilize candidate sources which reach under-represented populations in the greater Seattle/King County and Puget Sound region.
  • Monitor and identify areas of opportunity in ARC’s demographics.
  • Champion ARC’s Race, Equity, and Social Justice (RESJ) initiatives.
  • Monitor and ensure equitability in ARC’s hiring and compensation practices.


SUPERVISION

This position supervises recruiting team members.


WORK ENVIRONMENT

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, printers, scanners and photocopiers.

EXPECTED HOURS OF WORK

This is a full-time position; Monday through Friday. Occasional evening and weekend work may be required as job duties demand.


TRAVEL

This position requires up to 25% travel to community centers, job fairs.

EDUCATION | EXPERIENCE

  • A Bachelor's degree in HR, business/management, psychology, or a related field preferred.
  • 5 years or more experience in all of the following areas:
  • Developing and implementing full life-cycle recruiting programs, processes, and policies
  • Recruitment, networking, and sourcing.
  • 2 years or more experience implementing diversity (gender, race, etc.) and inclusion recruitment and outreach programs.
  • SPHR, PHR, SHRM-CP, or SHRM-SCP certification preferred.


KNOWLEDGE | SKILLS | ABILITIES

  • Knowledge of hiring practices, employment law, recruitment metrics and statistical research, workforce planning and compensation.
  • Ability to use data and statistics to make informed decisions that solve real-world business problems.
  • Ability to analyze and use data to develop and measure the success of recruitment processes.
  • Build and maintain relationships with community organizations to promote ARC’s commitment to race, equity, and social justice values.
  • Champion commitment to equity, fairness, impartiality, and social justice by ensuring job postings, hiring process and practices eliminate barriers of systematic oppression.
